Morocco is Changing its Hydrogen Energy Strategy

Morocco is firm on not subsidizing green hydrogen projects unless they prove their economic viability and demonstrate the ability to deliver renewable energy at competitive prices in international markets. This was the key message shared by Leïla Benali, the Minister of Energy Transition and Sustainable Development, in a statement made on Wednesday.

Speaking before a parliamentary committee on the national energy strategy and the future of Morocco’s green hydrogen sector, Benali revealed that twelve projects are currently under evaluation for land allocation as part of the “Moroccan Offer,” which was launched in 2022. These projects will be assessed based on their potential to meet the country’s long-term energy goals.

One green hydrogen initiative has already received authorization, while others are being considered for land plots ranging from 100 to 300 square kilometers. In total, the state has made available one million hectares of land for these projects, signaling its commitment to fostering the growth of the sector.

Morocco has had strong ambitions for large energy projects which has attracted a lot of investors and firms, Last year a Chinese firm announced plans for a hydrogen project in Morocco. Years ago, Morocco completed what was the largest concentrated solar plant in the world. The project cost an estimated $2.5 billion and has faced strong head winds in subsequent phases. Morocco aims to be a net exporter of energy and be a solution to europe’s energy problems.
